Alliancing: A New Concept for Project Delivery

Dr. Donald Alexander Bruce (Principal, Geosystems, L.P., Pittsburgh, PA)

For reasons that simply do not apply in ground engineering projects, selection of a specialty contractor on a Low Bid basis has long been standard practice. However, in recent years, as projects have become more challenging and techniques have had to become more sophisticated, better and more appropriate procurement methods have become more commonplace. Most engineers will know about concepts such as Value Engineering, Partnering, and even "Best Value." Within the last few years, the process of "Alliancing" has become increasingly popular in W. Europe and Australasia. This revolutionary new system ensures that the best available team is selected for a project and the project is run under a "gain share - pain share" regime governing all participants. Alliancing is illustrated with reference to two new dam remediation projects - one in New Zealand, the other in New York State.

About the speaker: Dr. Bruce formed Geosystems, L.P. and continues to act as President. Geosystems L.P. specializes in offering advisory services in the practical and business aspects of specialty geotechnical construction, with a focus on drilling and grouting techniques, anchors, micropiles, deep mixing, cut offs, and in situ reinforcement. The scope of services includes all phases of projects from feasibility assessments to expert witness duties. Dr. Bruce is a member of numerous Boards of Consultants for major projects in North America and elsewhere. Dr. Bruce continues to teach at short courses, seminars, universities and conferences both throughout North America and worldwide, and is active in many national and international technical societies and committees. He also acts as FHWA Principal Investigator for Micropiles and Deep Mixing.
